欧盟CE玩具标准EN71更新

欧盟标准委员会于2019年4月10日发布特定元素迁移新标准EN71-3:2019，预期会取代现有协调标准EN71-3:2013+A3:2018并协调至玩具安全指令2009/48/EC，以证实符合指令附录II第3部分第13点迁移重金属要求，任何与其冲突的国家标准最迟将于2019年10月31日被废除。

EN 71-3:2019 for Migration of Certain Elements in Toys Published

欧盟标准委员会(Comité Européen de Normalisation, CEN)于 2019 年 4 月 10 日发布特定元素迁移新标准 EN71-3:20191，预期会取代现有协调标准 EN 71-3:2013+A3:2018 并协调至玩具安全指令 2009/48/EC2，以 证实符合指令附录 II 第 3 部分第 13 点迁移重金属要求，任何与其冲突的国家标准最迟将于 2019 年 10 月 31 日被废除。

The European Committee for Standardization (Comité Européen de Normalisation, CEN) published a new version of analytical standard for migration of certain elements in toys, EN 71-3:20191, on 10 April 2019. It is expected to replace EN 71-3:2013+A3:2018 (the current harmonised standard) and harmonise under the Toy Safety Directive 2009/48/EC2 for presumption of conformity with the migration limits specified in Annex II, section III point 13. Any conflicting national standard shall be withdrawn by 31 October 2019 the latest.

主要修订内容：

a. 第三类材料的六价铬法限值，由0.2mg/kg更改至0.053mg/kg，于2019-11-18生效。

b. 对于涂层样品，取消了过筛的要求，相关筛网的要求（前附录C）也已经删除，除蜡程序由正庚烷抽提6h更改为异辛烷抽提60min。

c. 修订了铬（VI）的测试方法。

d. 附录G修订了有机锡的测试方法。该方法所涉及的有机锡物质由10种变更为11种。Table G.1有机锡新增了一项DMT。
